Adopting and Implementing Body-Worn Cameras: Results from a National Survey

 

This report presents results from a national survey of municipal and county law enforcement agencies in the United States, conducted in 2025 by the Michigan State University School of Criminal Justice and Justice & Security Strategies, Inc. (JSS).

The survey was conducted as part of direct support efforts for the BWC Policy and Implementation Program and Small, Rural, and Tribal Body Worn Camera grant programs funded by the Bureau of Justice Assistance. The goal was to capture the experiences and perspectives of law enforcement agencies on BWCs. For those reporting a BWC program, the survey inquired about components of the respective programs, support, and challenges. The goal of the survey was to identify ways to improve the grant program and services provided to agencies.
