In a Lansing State Journal article entitled “Officers not interviewed after last 3 fatal shootings”, Professor David Carter explains that investigations of officer-involved shootings do not always include an interview of the officer. This is because it is not automatically clear that a crime has been committed, as would be in a typical homicide investigation, but rather a question of lawful use of force. “It is not a shooting investigation interview, in the traditional sense. It’s a policy compliance interview that might have criminal implications.”
